The third meeting of the Bulgarian-Romanian sub-committee for supervision of the Project for the construction of Danube bridge 2 was held in Calafat, in which participated the Deputy Minister of Transport, Information Technologies and Communications Ivailo Moskovski and Eusebio Pistru – State Secretary in the Ministry of Transport and Infrastructure of Romania. During the meeting the strategy for the progress of the Project and the possible extension of time of the financial memorandum with two years were discussed.
The progress of construction of the infrastructural installation was presented, part of the Trans-European corridor No 4. The most significant issues in the discussions were the critical problems for the schedule for completion of the bridge, which can lead to new delays of the construction process and the impossibility to observe the target date.
Radio Vidin asked the Head of the Bulgarian Project Implementation Management Unit – eng. Simeon Evtimov about his opinion on these issues .
Radio Vidin: Which are the problem areas which could lead to the delay of the construction of Danube bridge 2?
Simeon Evtimov: Four groups of problems, which may be critical for the completion of the bridge, appeared and they are: terms for the completion of the construction, contract warranty, putting the construction installation into operation and the joint management of the transport installation.
Radio Vidin: Would you be so kind to explain them in details?
Simeon Evtimov: First, the work programs for the construction of Danube bridge 2 of Bulgaria and Romania have a difference of six months, and their synchronization is especially important for requesting an extension of time of the financial memorandums under ISPA program from EC. The Bulagrian Ministry of Transport, Information Technologies and Communications have adopted a realistic approach and reckoned that the site can be completed in 2011 and put into operation in 2012. This week meetings start between representatives of the Units for Implementation and Management of the Bridge.
Radio Vidin: The Company –Executor requested for terrains for concession, where they can extract aggregates and emphasized on this factor as the most important for the delay of the construction activities. Is this problem solved?
Simeon Evtimov: I regret to say – that it has not been solved yet. The problem with the delivery of the materials still exists and it really is a risk. But the Ministry of Transport render institutional assistance to the Constructor and we reckon that a reasonable solution will be found.
Radio Vidin: Is the high water the Danube a hindrance for the construction in the current season?
Simeon Evtimov: Definitively no! The high waters of the river are a foreseeable factor and cannot be an excuse for the delay.

Simeon Evtimov: The second group which can lead to a delay of the construction activities is the contract warranty. The construction of Danube bridge 2 is connected with a complex system of contracts, only on our part there are five, without considering financing – designing, construction, control, technical assistance in engineering and management. All these contracts shall also be extended, in correspondence with the new terms for Danube bridge 2 and this should be done before September 2010, when Bulgaria and Romania will apply in EC. The third moment is connected with the putting of the bridge into operation and the difficulty here comes from the fact that it is situated on the territory of two countries. There has already been established a joint work group of the national authorities as construction supervision. The railway systems shall be tested and certified, according to the European criteria. Fourth comes the issue of the joint exploitation and maintenance of the bridge. It is connected with the conditions of financing the Project as per the financial memorandum on the Bulgarian part. The two countries have been working jointly since last year, assisted by an international consultant, on an agreement for establishing a Bulgarian-Romanian company for the management and maintenance of the bridge.
Radio Vidin: When and where will the following meeting of the sub-committee for supervision of the Project for the construction of Danube bridge 2 be held?
Simeon Evtimov: In the second half of the month of October, and at a rotary principle, this time the host should be Vidin.
